Peculiarities of Organizational and Technological Solutions of the Pilot Population Census 2018

Scheduled for October 2018, the pilot census is remarkable because for the first time in Russia it will test new organizational and technological methods of data collection - Internet. By the time of the Congress, the results of the pilot census will not yet be known and they will not be fully analyzed. However, given the great importance of the census both for statistics and for the country as a whole, it is expected that a discussion of the pros and cons of using new data collection technologies during the pilot census will be one of the key agenda at the Congress.

Statistics as a Tool for Managerial Decisions

The adequacy of management decisions taken at all levels largely depends on the quality and timeliness of the input data. The program "Digital Economy of the Russian Federation" proceeds from the fact that the digital economy is a key factor of production and contributes to the formation of an information space, taking into account the needs of citizens and society for obtaining qualitative and reliable information. In this regard, state authorities are interested in the development of practical statistics and are ready to support it. However, they need to understand how much statistics is able to respond to their requests and what needs to be done for this. Within the framework of this research area, round tables for the representatives of practical statistics, methodologists in Statistics and consumers will be organized in order to discuss mutual issues and suggest ways for their solution.

Incomes, Poverty, Inequality: Methods of Statistical Measurement

Practice shows that the issues of living standards, poverty and inequality are of the greatest interest to citizens. The relevant sections are the most visited on the Federal State Statistics Servive of Russia website, the issues of statistical evaluation of living standards are actively discussed by the expert community and the press. Obviously, existing statistical tools should be improved so that they can better meet the demand from users of information resources. In particular, we are talking about the qualitative improvement of the Balance of Money Income and Expenditures of Population and its closer coordination with the corresponding indicators of the national accounts, the improvement of the program of the Russian Survey of the Living Standards of Population and its convergence to the European methodology, Russia’s joining to the OECD’s "Better Life" Program, and the ensuing consequences for Russian statistics.

Actual Issues of Development of Financial Statistics

Financial Statistics is one of the most specific areas of economic statistics with complex methodology and original approaches to analysis. The sources and formats of primary data in this area are strictly regulated by the Central Bank and the Ministry of Finance, information flows are strictly monitored, and technically advanced systems for data collection and processing are created. This gives great opportunities for analysts, but at the same time, requires more sophisticated methodological approaches and technologies. We expect that representatives of the Central Bank will actively participate in the preparation and conduct of this Panel of the Congress.

Mathematical Statistics, Econometrics and Instrumental Methods of Analysis

Mathematical Statistics is traditionally a strong part of the Russian statistical school with a high reputation in the world. On the other hand, Mathematical Statistics is increasingly in demand in practical statistics, widely used in applied statistical analysis. We expect outstanding Russian scientists from various universities and institutes to take part in the Congress. h

Monitoring the Achievement of the UN Sustainable Development Goals. Application of Modern Approaches in Agricultural Statistics and Environmental Statistics

The system of global indicators of sustainable development will be developed by the expert group on Goals of Sustainable Development and adopted by the UN General Assembly. The system will include 232 indicators, the principles of their calculation, refinement and revision, data flows at the country and global levels will be built, recommendations for disaggregating data will be provided. It's a huge job. Until now, the methodology for calculating many indicators has not been approved. It is expected that the development and implementation of monitoring of sustainable development goals will be one of the most significant tasks of International Statistics and the Russian professional statistical community will take a worthy part in it.

Information Technology in Statistics, Big Data

The essence of the current data revolution is the introduction of the latest information and communication technologies, which enable us to obtain more qualitative and timely numerical information at a lower cost and with less burden on respondents. Strict statistical accounting system and organizational consistency are traditionally considered to be strengths of Russian state statistics, however, from a technological point of view, unfortunately, it is not advanced. It is expected that the national statistics is to make a technological breakthrough in the upcoming years, related, to some extent, to usage of big data.

Statistics to Business, Business to Statistics

On the one hand, business is an object of statistical accounting, on the other - an important consumer of statistical data. The Congress is to be an important platform for meeting business representatives with professional statisticians, enabling them to clarify their positions, express opinions, discuss mutual issues and formulate proposals.

Statistical Education and Statistical Literacy - the Way to the Future

Qualitative improvements in Russian statistics can not be imagined without radical improvement of the system of statistical education and statistical literacy in all ways - from secondary schools to educational workshops among users at the highest level. The Congress will discuss the improvement of the methodological basis of statistical education - educational standards, development and adoption of new educational programs at the Bachelor and Master's level, creation of the Federal Educational and Methodical Association in Statistics.

Qualimetry and Statistics of the Quality of Products, Services, Processes, Systems, Organizations and Life

Trends in the development of modern markets and their globalization have increased the interest to statistical assessment of the quality of various objects as never before: services prevail over products that continue to become more complicated, statistical methods of managing processes have captured risks and innovations, and «self-evaluation» statistics has extend from organizations to the cities, territories and the states. An inclusive economy, involving aspects of sustainable development, relies on quality of life statistics, thereby creating a new quality of environment where modern humans can fully realize theirselves.

The collection of the research papers will be assigned with UDK and LBC indexes and ISBN. Every paper will be separately uploaded to the RSCI database. Remote participant will receive the copy of the Collection in electronic format.

The expert-selected papers will also be published in the leading journals reviewed by Higher Attestation Commission of the Ministry of Education and Science of Russia

The papers will be published in author’s edition, those not meeting the requirements will be rejected.
